How a deviant group acts and behaves in a given context depends on the kind of moral/political backing it has, or assumes that it has, at least in a latent way if not totally manifestly.Extra-judicial attacks committed against fellow citizens so brazenly will not ensue unless the storm troopers and the so-called fringe groups feel assured of backing and protection from the law and order agencies and from people in high echelons. Playing ostrich and being silent at the top has bestowed a high degree of legitimacy on these fringers to run riot.

Dr. M.A. Kalam is Dean – Administration and Regulatory Affairs, Krea University, Sri City, Andhra Pradesh. He was earlier the Professor of Applied Social Sciences and Adjunct Faculty at the C. K. Prahalad Centre for Emerging India, Loyola Institute of Business Administration (LIBA), Loyola Campus, ​Nungambakkam, in Chennai, Tamil Nadu.

Dr. Kalam has for over 30 years taught MA courses, guided postgraduate/doctoral research students in various capacities. He has taught at the Department of Anthropology, University of Madras; been the Visiting Professor, Maison des Sciences de l'Homme at Paris, France; the UGC Visiting Fellow, Department of Anthropology, Sri Venkateswara University,Tirupati; Visiting Professor Geography and Geotropiques Laboratory, University of Paris X, Nanterre France; Visiting Professor Department of Anthropology/Sociology/Social Work, Slippery Rock University, Slippery Rock, PA, U.S.A.; Visiting Professor, Maulana Azad National Urdu University, Hyderabad; Visiting Scholar, Indian Institute of Advanced Study, Shimla; Member International Tsunami Response Committee.

Dr. Kalam has been a consultant to the Institute of Development Studies, Sussex, U.K., for Climate Change; Consultant to National Aids Control Organisation (NACO), New Delhi, and USAIDS, on HIV/AIDS and Mobility; Migration Consultant to the Institute of Development Studies, Sussex, U.K., for the Project on Governance; Consultant to the Centre for Environmental Education, Ahmedabad, for the Project on Coorg (Karnataka); Consultant to the Danish International Development Agency (DANIDA) for its Women in Agriculture Projects in Tamil Nadu, Karnataka (also for Youth) and Orissa Consultant to the Ministry of Health and Family Welfare, Government of India, for the Project on Population/Health in Bihar.
